Approved for the Ministry of Foreign Affairs to notify Thailand’s confirmation to the ASEAN Secretariat by proceeding through the Permanent Mission of Thailand to ASEAN in Jakarta Main Point The draft of the ASEAN-UNICEF Cooperation Framework was aimed to be a 5 years cooperation framework to enhance the children to obtain the rights as stated in an article of the Convention of Rights of the Child and to achieve the Millennium Development Goals that related to children which had the cooperation scopes as follow: 1. To support the Attainment of Millennium Development Goals, especially the children section 2. To enhance the information exchange and academic cooperation in health, social welfare and development 3. To provide the standard and guideline to improve the quality of services for the vulnerable group and the child policy-making in social field Main Point of this cooperation framework was about the cooperation support for the development between ASEAN Intergovernmental and UNICEF that emphasized on the enhancement and development of children to grow with quality and full potential, also for the children to obtain their deserved rights, according to the standard of the Convention of Rights of the Child, that the 10 member countries of ASEAN were the associate member and ratified, also the regulation as stated in the Millennium Declaration and Millennium Development Goals. Request for consent to draft the documents that would be certified or signed during the ASEAN Foreign Ministers’ Meeting no.45 and other related meetings. The cabinet agreed to follow the Ministry of Foreign Affairs (MFA)’s recommendation as follows: 1. Agreed to draft the document that would be certified or signed during the ASEAN Foreign Ministers’ Meeting no.45 and other related meetings, and if it was necessary to edit the draft that was not the main point or did not against the benefit of Thailand, the Ministry of Foreign Affairs could proceed without re-submitting to the cabinet for consideration 2. Assigned the Minister of Foreign Affairs or the authorized representative to cosign the document in section 2.1) 3. Assigned the Minister of Foreign Affairs or the authorized representative to co-certify the document in section 2.2) 4. Approved for the Secretary-General of ASEAN to sign the document in section 2.3) and for the MFA to inform the consent for the Secretary-General of ASEAN to sign this document through the Permanent Mission of Thailand to ASEAN in Jakarta Main Point MFA reported that 1) The Minister of Foreign Affairs would join the ASEAN Foreign Ministers’ Meeting no.45 and other related meetings such as Meeting with Dialogue Partners (China, Japan, Republic of Korea, India, Canada, Australia, New Zealand, United States of America, Russia and European Union), ASEAN+3 Foreign Ministers’ Meeting, Foreign Ministers’ Meeting of the East Asia Summit and ASEAN Regional Forum, which Cambodia, as the Chairman of ASEAN, would be a host to arrange the meeting between July 8th – 13th, 2012 in Phnom Penh, Kingdom of Cambodia. 2) FA request to submit the 7 issues of the draft documents which assumed to be signed or certified during the ASEAN Foreign Ministers’ Meeting no.45 and other related meetings as follow: 2.1) There were 3 issues of documents that would be signed by the Foreign Minister, which were: 2.1.1) Draft Memorandum of Understanding between the government of the Republic of China and government of the member states on the Southeast Asian Nuclear-Weapon-Free-Zone Treaty 2.1.2) Draft Instrument of the Treaty of Amity and Cooperation in Southeast Asia by the European Union 2.1.3) Draft Instrument of the Treaty of Amity and Cooperation in Southeast Asia by the United Kingdom 2.2) There were 3 issues of documents that would be certified by the Foreign Minister, which were: 2.2.1) ASEAN Proposal on the element of the Declaration of Conduct in South China Sea between ASEAN member states and the Republic of China 2.2.2) The jurisdiction of the Establishment of an ASEAN Institute for Peace and Reconciliation 2.2.3) The ASEAN document on the ASEAN+3 Connectivity Partnership 2.3) There was 1 issue of document that would be signed by the Secretary-General of ASEAN, which was: 2.3.1) The Memorandum of Understanding between the European Commission (EC), European External Action Service (EEAS) and ASEAN Secretariat on the staffs exchange program and other activities which would be signed by the Secretary-General of ASEAN and the High Representative for Foreign Affairs and Security Policy of the European Union 3) Thailand’s participation in signing and certifying the documents in section 2.1) and 2.2) and the process for the Secretary-General of ASEAN to signed the document in section 2.3) with the High Representative for Foreign Affairs and Security Policy of the European Union would be the core of Thailand’s determination and readiness to join the building of ASEAN Community in 2015 and support the ASEAN Secretariat’s work. |
